Unless this resource is employed for the benefit of the nation, unless the latent good which it represents is exploited to the maximum extent for the common good, the nation will languish, poor in spirit, lacking in achievement."Question: How is the Rastafari Nation harnessing its latent good? How is the energy of Rastafari people being employed and exploited to the maximum extent for the common good? What can I&I point to as national achievement?"It is not enough that a nation desire development and economic maturity, any more than a child, in wishing, becomes a man . . . What resources have I&I brought to bear through a programme of national development?"The union of the spiritual strength of the people with the material power of the independent nation provides the firm basis of Our people to overcome the hardships and difficulties of life facing them in this world."Question: What is the material power of the Rastafari nation? In Our study of the various social systems in the course of Our extensive tour, We have found that the reason for their successful progress lies in the fact that they have accumulated enough capital which, in turn, made it possible for them to carry out better farming, finance various projects to develop their industries, harness their rivers, and in general exploit their nature resources."Question: How has the Rastafari Nation accumulated enough capital to make it possible to finance various projects?"It has been found out that planning is indispensable for the rational utilization of both a nation's resources and foreign aid or loans."Question: Where is the Rastafari National Development Plan that identifies and details the utilization of the Rastafari Nation's resources?Given the importance of NATIONAL planning and development in the teachings of His Imperial Majesty Emperor Haile Selassie, doesn't it make sense to prioritize the formation of Rastafari National Councils?Ras Jahaziel reminds I&I of A quote from "THE DESTRUCTION OF BLACK CIVILIZATION" by Chancellor WilliamsPRE-CONDITIONS FOR PROGRESS"There must be a number of pre-conditions without which the genius of any people for thinking, inventing, discovering and building will be inhibited or eventually die under extreme circumstances.A few of these pre-conditions for progress are(1) The people must become famine-free and able to settle down and end their perennial roaming from place to place in search of food and water.(2) After finding suitable territory, the leaders must proceed, through negotiations with other neighboring societies and fragmented groups, to nation-building.(3) A crucial pre-condition: There must be developed a sense of national community among the various language groups that make up the country. This is so important that it cannot be left to wishful thinking or chance. It must be programmed in such a way that a sense of loyalty and of being an important part of a great united brotherhood, which is the nation itself, will develop naturally and allow (4) a strong army for defense , and (5) the reign of law and justice to apply equally to all classes in the society. The people must feel absolutely secure as individuals that in their country there is equal justice for all.In short, certain conditions in a country can bring about that internal peace, stability, and confidence which unshackle the mind so that THERE IS NOW TIME TO THINK. No more trekking with bleeding feet for hundreds of miles across rocky deserts. No more seeing your kinsmen fall out to welcome death along the way. A HOME AT LAST, BETTER FARMS, PLENTY OF FOOD, and now TIME TO THINK.There is nothing mystical about the reasons why one group of people can easily become physically and mentally strong while another becomes physically weak and less mentally alert.AN ABUNDANCE OF NUTRITIOUS FOOD AND PURE DRINKING WATER may spell the difference between advance and decay.The number of death-dealing diseases developing from malnutrition alone is alarming. But what should be stressed above everything else is that millions of babies may become both physically and mentally retarded by disease while in their mothers' wombs which is another way of saying that a people wholly ignorant or indifferent to basic health can themselves become inferior in fact. But even this central fact, when fully realized, will still remain in the field of mere discussion UNTIL BLACKS EVERYWHERE BEGIN MASS ORGANIZATION FOR MASS EDUCATION for the masses.The system is so structured, worldwide, that Blacks are forced into conditions that can even lead to genetic inferiority. There must be breakthrough or there will be GRADUAL EXTINCTION.Here is a re-run of number three again with the word "Rastafari" substituted for "language groups." It should be considered VERY carefully:"There must be developed a sense of national community among the various Rastafari groups that make up the nation. This is so important that it cannot be left to wishful thinking or chance. It must be programmed in such a way that a sense of loyalty and of being an important part of a great united brotherhood, which is the nation itself, will develop."This glue that is being referred to as "a sense of national community," which once held Ethiopia together is now becoming unstuck. It is also happening in Africa's biggest nation, Nigeria. In both places too many ethnic groups have felt that they are not equal partners in the nation and that justice was not being applied equally to all classes.Hence for African people globally this is the stage of THE RE-EDUCATION PROCESS where collective security for surety must now be emphasized more than ever before.If Rastafari is truly The Head of Black Creation, then the onus is on I and I to implement this strategy of collective security as a shining light and example, but this can only be achieved when there is a consciousness that goes beyond the fragmenting ideologies of narrow tribalism and mansion-ism.Religious tribalism has to give way to wise state-craft. When powerless people are in their right mind they desire POWER, and are therefore willing to put away the thinking that weakens and perpetuates POWERLESSNESS.This is an absolute prerequisite for gaining the strength to halt the ongoing genocide and the only way to restore I and I rights.This is the thinking that will be necessary in order to create "the edifice of power" that is referred to in the attached article.However there is a bottom line to all this. The people must love TRUTH more than they love personal positions and selfish ambitions. In that frame of mind they will be willing to sacrifice once-cherished ideas if TRUTH shows a higher way. They will therefore be nourished by the truth instead of fighting vainly in opposition to the truth.Ras JahazielI&I must follow these instructions in order to I&Ivelop I&I Nation:1. Every nation/country is divided into states, provinces, parishes, districts, etc. For example, Azania has nine provinces; Jamaica has parishes. America has fifty states. Let us call them "sub-territories".2. Rastafari activists in each sub-territory must register all Rastafari sons and dawtas in their sub-territory. THIS IS THE INDISPENSIBLE GROUND WORK WHICH MUST BE DONE AND FOR WHICH THERE IS NO SHORT-CUT OR GETTING AROUND IT HOWEVER LONG IT TAKES. Every government must be able to identify and account for its citizens.3. Once all sub-territories have accounted for all Rastafari sons and dawtas, they must form a sub-territory council to determine the condition of Rastafari in the sub-territory and determine the sub-territory five-year development plan and twelve month programmes based on the five year plan (HIM Haile Selassie I April 14, 1961 Proclamation).4. Once all sub-territories have completed # 2 and #3, then they are ready to call the Rastafari National Council for that country. Each sub-territory to send their representative with the registry of all Rastafari mansions, houses, organizations, businesses, musical groups, families and individuals and their five year plan.5. The Rastafari National Council to combine all five year plans into the Rastafari National Council Five Year Plan for that country.6. When enough Rastafari National Councils have completed #5, then I&I will be ready for a Rastafari Global Summit.7. An all mansions council in Jamaica can not speak for the whole Rastafari Movement nor satisfy the conditions of sovereignty necessary to enter Government to Government relations. A registered NGO can not satisfy this either. At best, an all mansions council in Jamaica can set an example and exhort Rastafari people to do the same (# 1-6 above). When all Rastafari National Councils are functioning and linked, then I&I can be said to be organized and centralized.THERE IS NO GETTING AROUND THIS PROCESS. ONLY IN THIS WAY CAN I&I DEMONSTRATE THAT I&I ARE A FUNCTIONING SOVEREIGN GOVERNMENT WITH A SINGLE INTUITIONAL NETWORK AND ONLY THEN CAN I&I ENTER GOVERNMENT TO GOVERNMENT RELATIONSHIPS.THIS MUST BE THE OVER-RIDING PRIORITY OF I&I TO START THE ETHIOPIAN MILLENNIUM.GOVERNMENT BUSINESS IS NO JOKE! THERE IS NO OTHER WAY FOR I&I TO SATISFY THE REQUIREMENTS OF SOVEREIGNTY AND INSTITUTE NATIONAL PROGRAMMES AS PER HIM HAILE SELASSIE I INSTRUCTIONS!Once this is done, then I&I can implement national education programs, Repatriation programs, etc, and more importantly, raise the government revenue necessary to fund such programs.THERE IS NO OTHER WAY.
